Jin Xiandong, Director of the Policy Research Office of the NDRC and spokesperson, attended the conference to report on the approval of investment projects and recent policy measures, and answered questions from journalists on economic operations, promoting the growth and development of the private economy, implementing the concept of a large food system, promoting green and low-carbon transformation, improving the advancement of new urbanization, and ensuring the supply and stable prices of goods for people's livelihoods.
Jin Xiandong stated that from January to August, the NDRC approved a total of 83 fixed asset investment projects with a total investment of 673.1 billion yuan.
Among them, 53 were approved and 30 were ratified, mainly focusing on high-tech, energy, transportation, and other industries.

Efforts were made in five aspects to promote the implementation and effectiveness of policies, and the economic operation data for August was recently released.
Jin Xiandong analyzed that, overall, the current economic operation is generally stable, and high-quality development is being solidly promoted.
For example, agricultural production remains stable, the added value of equipment manufacturing and high-tech manufacturing industries increased by 6.4% and 8.6% year-on-year, respectively; tourism during the summer vacation and the Mid-Autumn Festival short vacation was hot, the consumption of home appliances for the old and new was growing rapidly, key project construction was accelerated, and foreign trade exports were growing rapidly.
Jin Xiandong stated that the next step, the NDRC will thoroughly implement the decision-making and deployment of the third plenary session of the 20th Central Committee of the Party, and implement the deployment requirements of the Central Political Bureau meeting held at the end of July, to accelerate the implementation and effectiveness of various policies, focusing on five aspects.
First, accelerate the implementation of key reform tasks.
Adhere to and implement the "two unwaverings", formulate a guidance catalog for the optimization and structural adjustment of the state-owned economy layout, formulate a law to promote the private economy, promote the complementary advantages of various ownership economies, and common development.
Promote the construction of a unified national market, improve the system and rules of the factor market, improve the integrated circulation rules and standards, and unblock the circulation of the national economy.
Improve the basic system of the market economy, protect the property rights of various ownership economies equally and for a long time according to the law, improve the market access system, and optimize the market access environment for new types and fields.
Second, increase the intensity of macroeconomic regulation.
Macro policies should be moderately strengthened and more precise, and counter-cyclical adjustments should be strengthened.
Accelerate the comprehensive implementation of policies and measures that have been determined, coordinate the construction of "hard investment" in projects and "soft construction" in policies, planning, and mechanisms, and promote the construction of government investment projects such as "two heavy" as soon as possible to start construction and form physical work volume; promote the support of "two new" policy measures to take effect as soon as possible, and ensure that real gold and silver benefits reach enterprises and the public.
Third, deeply implement the strategy of expanding domestic demand.
Accelerate the cultivation of a complete domestic demand system, improve the mechanism for promoting investment, and improve the long-term mechanism for expanding consumption.

Fourth, accelerate the construction of a modern industrial system.

Focus on the transformation and upgrading of key industries, accelerate the transformation and quality improvement of traditional industries and the elimination of backward and inefficient capacity, continue to promote the cultivation and strengthening of emerging industries and the forward layout of future industries, and promote the deep integration of advanced manufacturing and modern service industries, the real economy and the digital economy.
Fifth, increase the intensity of ensuring and improving people's livelihoods.

The private economy is an important part of our country's national economy and an important main body for promoting high-quality development.
Reporters noticed that in June 2023, the NDRC established a regular communication mechanism with private enterprises.
"Over the past year, we have continuously improved the mechanism, expanded channels, and innovated ways to listen to the real ideas of enterprises, and have effectively promoted the resolution of problems and demands reflected by enterprises."
Jin Xiandong said that establishing a regular communication mechanism is ultimately to help private enterprises solve practical problems.
To this end, the NDRC adheres to the principle of "according to laws and regulations, enthusiastic and thoughtful, and focusing on effectiveness", and establishes a closed-loop work mechanism of "problem collection - handling - feedback - tracking and effectiveness".
Jin Xiandong cited data saying that so far, more than 600 enterprises have participated in communication through various channels, covering different industries in the primary, secondary, and tertiary industries, taking into account large, medium, and small different scales, and covering different regions in the east, central, and west.
As of the end of August this year, a total of 1031 issues of private enterprise feedback have been received, including 348 policy suggestions, 229 infringement disputes, 206 arrears of accounts, 118 element support, and 130 legal disputes.
So far, 56% of the matters have been settled and further tracked and effective, and some practical problems have been resolved.
Jin Xiandong said that the next step, the NDRC will seriously grasp the implementation, accelerate the construction of a comprehensive service platform for the development of the private economy, open a problem collection and transfer feedback system, and improve the work efficiency of solving problems and demands; at the same time, strengthen the use of the results of the communication mechanism with private enterprises, find out the key and difficult problems that restrict the high-quality development of the private economy, and accelerate the implementation of legislation, reform measures, policy introduction, and planning work, and strive to make private enterprises feel and gain.
In response to the financing issues of private small and medium-sized enterprises, in June this year, the NDRC and the Financial Regulatory Administration jointly issued a notice to improve the national integrated platform network, improve the financing convenience level of small and medium-sized enterprises, and promote the "credit loan" work from "expanding" to "improving quality".
As of the end of July this year, national banking institutions have issued a total of 28.8 trillion yuan of loans through the national integrated platform network, of which 22.7 trillion yuan of loans were issued to private enterprises, accounting for 79.1%.
Jin Xiandong said that the next step, the NDRC will continue to improve the level of "credit loan" work, focusing on optimizing and integrating the platform, strengthening information collection and sharing, and strengthening practical cooperation with financial institutions, to provide more convenient and efficient financial services for private small and medium-sized enterprises.
In further stimulating the vitality of private investment, the NDRC has recently jointly issued the "Notice on Establishing a Mechanism for Promoting Private Investment Funds and Element Security Work" with relevant departments, proposing policy measures such as establishing a normal introduction mechanism for projects in key areas and increasing the support for financing and elements of private investment projects.
Jin Xiandong introduced that in order to continuously expand the development space of private enterprises and mobilize the enthusiasm of private investment, in September 2023, the NDRC built a national platform for private capital to introduce projects, actively introduced high-quality projects in infrastructure and other fields sorted out and reported by various places, and continuously attracted private capital.
As of August 31 this year, a total of 1963 projects have attracted private capital participation.
Especially in the field of infrastructure construction, on the basis of normal introduction, the NDRC has recently organized relevant parties to focus on transportation, water conservancy, energy, environmental protection, agriculture, social undertakings, new infrastructure, warehousing and logistics, and other 8 major fields with greater potential for private investment and higher enthusiasm for private enterprise participation, and selected 400 key projects for private capital to introduce, involving a total investment of 815.9 billion yuan.

Jin Xiandong emphasized that in response to the current difficulties and bottlenecks in the development of private investment, the NDRC will grasp the implementation of policies and measures to promote private investment, continue to promote the resolution of constraints affecting the high-quality development of private investment, and do everything possible to stimulate the vitality and internal momentum of private investment.
It will continue to actively create conditions and eliminate access barriers, and on the premise of fully respecting the investment intentions of enterprises, adhere to the principle of fairness, openness, and justice, and attract more private capital to participate in the construction of major projects such as nuclear power and railways.
Promote the development of the large food industry in a powerful and orderly manner.
Establishing a large food concept and building a diversified food supply system is an important measure to ensure national food security and improve the welfare of people's livelihoods.
Data shows that in 2023, China's total grain output reached 139 billion jin, which has been stable above 130 billion jin for 9 consecutive years; the per capita grain possession reached 493 kilograms, significantly higher than the 400 kilograms of food security line.
In 2023, the forest food output exceeded 200 million tons, becoming the third largest agricultural product after grain and vegetables; the aquatic product output was 71.16 million tons, ranking first in the world; the output of pork, beef, mutton, and poultry meat was 96.41 million tons, an increase of 17.3% compared to the 2012 output.
In 2023, the contribution rate of agricultural scientific and technological progress reached 63.2%, an increase of 8.7 percentage points compared to the 2012 level; the comprehensive mechanization rate of crop cultivation and harvesting exceeded 73%, an increase of more than 16 percentage points compared to the 2012 level.
Jin Xiandong said that the NDRC will earnestly implement the decision-making and deployment of the Party Central Committee and the State Council, actively explore and utilize the advantages of large food resources, and promote the development of the large food industry in a powerful and orderly manner, providing a good policy environment for the implementation of the large food concept work.

Accelerate the optimization of relevant management mechanisms, and promote relevant departments to solve some "one-size-fits-all" management policies such as environmental protection and land.

Formulate a priority task list for the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development," clarify departmental responsibilities, further refine policy measures, and support green and low-carbon development with greater intensity.

Establish a new mechanism for transitioning from energy consumption dual control to carbon emission dual control, formulate and issue a work plan to improve the carbon emission accounting system, promote the establishment of a carbon emission budget management system at the provincial and municipal levels, and research and develop a comprehensive evaluation and assessment method for carbon peak and carbon neutrality.

Accelerate the research, demonstration, promotion, and application of green and low-carbon advanced technologies, revise and publish a catalog of green technology promotion, and initiate the application and selection process for the second batch of green and low-carbon advanced technology demonstration projects.

Deeply advance the construction of the national ecological civilization pilot zone, national carbon peak pilot, and the pilot mechanism for realizing the value of ecological products, supporting local innovation in green and low-carbon development models.
